A PRIMER FOR RECOVERY: INTRODUCTION
The community recovery efforts associated with the Novel Coronavirus (COVID-19) are an ongoing
and evolving process that will not conclude for quite some time. Though the City of Henderson’s
planning efforts for disaster recovery situations began prior to the COVID-19 Pandemic, the process
for recovery will continue long after the city, state, and nation return to work from this unprecedented
state of emergency. It is likely our community will continue to see the lingering effects of the COVID-19
Pandemic for months and years to come. The City of Henderson’s Disaster Recovery Plan and
the subsequent COVID-19 Recovery Action Plan is centered upon the core belief that the “Whole
Community” – local business leaders, members of the community, partner agencies, non-profit, and
faith-based organizations, as well as regional, state, and federal partners – will take ownership of the
process to continue to strengthen and revitalize our community both now and for many years to come.
Together, we can and will come back from this event a stronger and more resilient community.
